• The Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie is a premier training institution for the civil services in India.
• The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is India’s premier institution dedicated to training Officers of the country’s higher civil services.
• It conducts a common Foundation Course for entrants to the All India Services; Indian Foreign Service; Group ‘A’ services of the Union and the Royal Bhutan Service followed by professional training for the regular recruits of the Indian Administrative Service (IAS) and members of the Royal Bhutan Service.
• The Academy also conducts in-service and Mid-Career Training Programmes (MCTPs) for members of the IAS and Induction Training Programme for officers promoted to the IAS from State Civil Services. In addition, workshops and seminars on policy and governance-related issues are held from time to time.
• Established in 1959 in Mussoorie as the National Academy of Administration by merging the IAS Training School, Delhi and the IAS Staff College, Shimla, the Lal Bahadur Shastri National Academy of Administration has gained global recognition and stature as a world-class institution for training career civil servants.

History

• In 1958, the Ministry of Home Affairs decided to amalgamate the IAS Training School, Delhi and the IAS Staff College, Shimla to form a National Academy of Administration to be setup in Mussoorie’s Charleville Estate.
• The Charleville Hotel was built in 1854 by General Wilkinson on the grounds of Chajauli Estate, a part of the abutting Chajauli Patti.
• The grounds of Happy Valley were acquired in 1904 by the brewer V.A. Mackinnon. The main building of the erstwhile Charleville complex was destroyed in a fire in 1984.
• In October 1972, the name of the Academy was changed to “Lal Bahadur Shastri Academy of Administration” and in July 1973 the word “National” was added to it.
• The Academy is now known as the “Lal Bahadur Shastri National Academy of Administration” (LBSNAA). There have been subsequent expansions and several new buildings have been constructed and others acquired over the years.

Extra-curricular Activities: LBSNAA

• Extra-curricular activities such as short treks, community services, adventure sports-rock climbing, para-gliding, river rafting etc. are also organized on holidays and weekends.
• Officers under training are encouraged to lead a rich, varied and vibrant campus life extending beyond the confines of lecture halls. At the Academy, outdoor events are an integral part of the dynamic training curriculum.
• Our Happy Valley Sports Complex has been expanded to meet the growing physical training needs of the times. It has a state-of-the art gymnasium, badminton, squash, lawn tennis courts, cycles, football and hockey ground, to assist officers under training to improve their proficiency in sports and games.
• A swimming pool is under construction. It will be operational soon. The Academy also has a full-fledged horse-riding infrastructure with instructors drawn from the best in the elite Army unit that is the President’s Body Guards.
• The horse riding establishment has been shifted from March, 2017 to its new location in the Polo Ground.
• The Academy puts together many experiences for its OTs.
• Himalayan trekking, hiking, visiting nearby institutes are some of the weekend activities held. There are also sports that are played within the ground of the Academy such as cricket, volleyball, billiard, badminton, table tennis, football, etc.
• OTs are also encouraged to participate in cultural festivals and organize cultural events during their stay in Mussoorie.
• Many important figures such as the President and Prime Minister visit the budding civil servants.
• Performances of music, dance, poetry, etc. are put up in their honor by the officer trainees oftentimes.

Campuses

• The Academy is located at Mussoorie, a hill station at a height of little above 6580 ft. It is 35 Km. by road from the rail head at Dehradun and some 270 km. north of Delhi.  
• From the main campus built on the Charleville estate, there have been subsequent expansions. Today, spread over an area of 189 acres, the Academy has 6 major complexes housing its basic infrastructure: Main Academy Complex at Charleville, Indira Bhawan Campus, Glenmire Estate, Happy Valley Complex, Polo Ground and Monastery Estate. Besides this, 17 other properties/campuses provide residential facilities.
• The Charleville complex is spread over 69 acres and caters to training of fresh entrants as well as customized courses. Glenmire houses the erstwhile National Institute of Administrative Research (NIAR), and now the National Centre for Good Governance and a residential area of LBSNAA.

The Indira Bhawan campus offers facilities for in-service training, other specialized courses, programs, workshops and seminars.

A day in the life of a Trainee

• Morning Schedule: – On a typical day an Officer Trainee (OT) is up by 6 am for morning exercise at the Polo Ground for 60 minutes. The riding schedule operates at the same time (and also at other times during the day as per batch size). The OTs thereafter have about an hour and half to get ready, have breakfast and report for classroom sessions, which typically commence at 9:30 am.
• Afternoon Schedule: – There are 5-6 academic sessions of 55 minutes (length may vary from course to course) each on working days as per a pre-determined session plan. Curricular Inputs are given in various subjects of social, economic, political impotence like History, Political Science, Economics, Law, ICT, Public Administration and Management & Behavioural Science. A course usually demands 8-10 hours of activity per day, which totals to about 60 hours of academic and other engagements per week.
• Evening Schedule: – Evening hours could be varied from time to time for extra-curricular module, sports, riding etc. Cultural performances and programmes are also scheduled occasionally in the evening before dinner.
• The OTs use the pre and post-dinner time to interact with each other and also to review the day’s learning and prepare for the sessions of the next day.
• As part of the induction level training curriculum, Officer Trainees are sent on treks in and around Mussoorie and to the Greater Himalayas. They learn to cope with conditions of adversity, bad weather, insufficient accommodation and limited access to food. Visits and stay in backward villages help to understand and appreciate the realities of rural life.
• Officer Trainees are encouraged to take up extra-curricular modules and cultivate in-depth interest and proficiency in any hobby of choice.

Academy Song

The Academy Song is a Bengali Song composed by Shri. Atul Prasad Sen (1871 – 1934), the noted Bengali composer, lyricist and singer. He was a successful lawyer, philanthropist, social worker, educationist and Literature.

It was adopted by the Academy during the tenure of Shri. Rajeshwar Prasad, who was the Director of the Academy from 11th May 1973 to 11th April 1977.

The Academy has modified the song by introducing the translation of some lines of this song into Hindi, Tamil and Marathi. The song embodies what is expected to be the spirit of Indian Civil Services and is thus a constant inspiration for all the officers.
